Private hire vehicle licensing commenced in April 2004 and as of April 2005 all vehicle must have a PCO licence if they are to be used for private hire purposes in London. There are approximately 45,000 licensed private hire vehicles in London
The definition of a Private Hire Vehicle was changed in 2006. This means some operators who were previously exempt from licensing now need to apply for a licence.
