Since the Private hire Vehicles Act was implemented in January 2001, all pre-registered drivers (ie temporary permit holders) have been asked to submit applications to become fully-licensed private hire drivers. Drivers who failed to apply between January 2001 and December 2005 have now had their temporary permits withdrawn.
New drivers must apply and wait to be issued with a full licence before they carry out private hire bookings. All drivers should be licensed in 2007. There are approximately 35,000 fully-licensed private hire drivers in London and around 7000 pre-registered drivers whose applications are pending.
